PROFESSIONAL EXPERIENCE

SNAP Development Center, Bayamón PR Feb 2004 – Current
Program Manager
The SNAP Development Center is a human resource development project. The project is based in the Bayamón Campus of the InterAmerican University of Puerto Rico. The objectives of the project are improving the quality and quantity of graduates in Communications and Information Technology.

  • To obtain the $780,000 grant for the project, I wrote the original proposal and also successfully defended the project in front of the Puerto Rico Industrial Company Research and Commercialization Alliance Board.
  • Responsible for founding and launching the SNAP Platform. The SNAP Platform is the only integrated distribution of a completely open source Java-like Development Kit. By packaging together SableVM, Jikes, and GNU CLASSPATH along with Eclipse, Tomcat, and SwingWT, the SNAP Platform offers a complete Java-based software development stack built upon an open source Sun JDK replacement.
  • I am responsible for the leadership of 10 student software engineers, and three senior staff members. Simultaneously, I am responsible for all marketing and promotion for the project.
  • I designed the Sourceforge.Net use strategy that lead to the SNAP Platform reaching as high as number 30 in the list of most active projects. The visibility achieved with this task greatly increased the number of downloads for the project.
  • I gained the ability to have difficult conversations with employees. This skill alone is one of the key factors responsible for our current success.

Independent Consultant, Caguas PR Sept 2002 – Feb 2004
Consultant
As an independent consultant I realized the value of sales and marketing for a company of any size. It was during this period that I also realized the strategic value of open source software.

  • For a leading automobile manufacturer, completed a technical documentation system in ASP.NET (VB) using MS SQL Server 2000 as the database. The system used ADO.NET for data management.
  • Assisted a start-up mobile wireless applications company install an 802.11b network to support their wireless application. Completed a database conversion of a legacy MS-DOS database into MySQL.
  • For a web development company, I was responsible for managing the communications for several major clients. I completed maintenance of ASP applications for various clients.. Implemented the .NET Framework on an internal development platform. Configured ASP.NET and SQL Server, the .NET SDK, documentation viewer, and sample applications.
  • Implemented a software development improvement program. The program focused on improving quality while balancing the need for productivity.

Cingular Wireless, Guaynabo PR Sept 2000 – Sept 2002
IT Director, Software Development
Assumed additional responsibility for operational support of the market’s $5 million/month prepaid system. Additional duties involved managing system administration, providing strategic advice for marketing and sales support, and implementing enterprise data reporting.

  • Identified and resolved system errors responsible for $800,000 increase in monthly system revenue.
  • Successfully implemented three different data marts resulting in a significant improvement in the visibility of key financial metrics. With improved visibility to financial information, senior management was able to add 300,000 net subscribers.
  • Following the successful implementation of an Oracle data mart for Financial Reporting of a new prepaid product, received award for “Outstanding Achievement.” Responsible for the original concept, learning how to manage an Oracle Workgroup installation, including PL/SQL and SQLPlus. Coordinated the development of and implementation of more than 40 different financial reports.

Cellular One of Puerto Rico, Guaynabo PR Apr 1995 – Sept 2000

Responsible for the daily management of fifteen (15) programmers, database administrators, and consultants.

  • Project manager for Year 2000 initiative for enterprise. While simultaneously managing the software development group, I also managed the seven member consulting team.
  • Lead multiple department team in the selection, implementation and support of a new accounting (MAS90) and point of sale system. The new system reduced service interruption by 30% and reduced monthly closing cycle by 50%.
  • Learned to speak and read Spanish fluently.

COMSAT Corporation, Clarksburg MD June 1991 – February 1995
Senior System Analyst
Gained a broad exposure to financial, inventory, and human resource applications while support the Accounting and Human Resource departments.

  • I was responsible for various finance and accounting systems, that would later help me succeed in Cellular One and Cingular. Individual duties involved learning how to create financial reports while working with the Accounting Department.
  • I received an “On the Spot Bonus” for a Human Resource/Payroll system database conversion. I completed the conversion on time under extremely high-pressure deadlines.
  • Served as President of the volunteer COMSAT Employees Association (CEA) for two years. The CEA was responsible for conducting numerous activities for the benefit of COMSAT’s 1,800 employees, such as clubs, parties, events, and the annual children’s Christmas party.

CAP GEMINI AMERICA, Vienna VA January 1989 – June 1991
Senior Consultant
The most important skill I learned as a consultant was the art of producing high quality deliverables. I still insist on delivering everything I do so that it is visually appealing, as well as serving its purpose.

  • As a consultant, I assumed control of a major project after the project lead resigned. The contract was to develop a pilot for an expert system. I finished the contract by leading the development team, managing the customer relationship, and project accounting.
  • Designed and delivered an innovative solution by implementing the expert system in twenty-five regional locations across the United States. I received a “Consultant of the Quarter” award for successfully completing the project with a budget surplus.

U.S. Army, Frederick, MD October 1985 – December 1988
Information Systems Officer
Received a broad exposure to a VAX/VMS Cluster running Oracle and a IBM mainframe computer centers running
ADABAS. I also served as the manager of a data center budget and inventory system.

  • Documented database conversion requirements for procurement action, identified contract deliverables, participated in vendor selection and contract negotiations. Received “Achievement Medal” for contract support resulting in the creation of a corporate data warehouse.
  • Received “Commendation Medal” for requirement analysis and documentation resulting in an installation wide information management plan. This planning process provided the budgetary and acquisition approval authority for hardware and software procurement actions.

The defining focus of my days as an independent consultant has been my business education. It hasn’t been a formal one, more of a poor man’s MBA.
